Organized by TRANSART and Cultural Services, with support from the Dutchess County Regional Chamber of Commerce, Hudson River Valley Tours, Breaking the Cycle and Pure Jazz magazine, among others, the festival will be held on Aug. 18 in the City of Poughkeepsie park.
