New York State Police are seeking the public's help in finding a 35-year-old Hudson Valley man charged six months ago with raping a 16-year-old. Troopers based at the state police barracks in Dover Plains in Dutchess County say Michael Winchcombe of Union Vale was charged with first-degree rape on June 1. Authorities say that he forcibly raped a 16-year-old.
